Public Institutions Urged to Abandon Routine Practices to Deliver Tanzania's Development Vision 2050

 The Government has called on Public Institutions, State-Owned Enterprises (SOEs), and Government Agencies to move away from routine administrative practices and embrace results-oriented leadership, innovation, accountability, and stronger collaboration with the private sector to accelerate the implementation of Tanzania's National Development Vision 2050.

The call was made on Tuesday evening by the Minister of State in the President's Office – Planning and Investment, Prof. Kitila Mkumbo, while officiating the opening of a four-day Executive Induction Programme for Chief Executive Officers of Public Institutions, State-Owned Enterprises, and Government Agencies. The programme is jointly organized by the Treasury Registrar's Office and the UONGOZI Institute at the Mwalimu Julius Nyerere Leadership School in Kibaha, Coast Region.

The training is being conducted under the theme, "From Vision to Results: Aligning Public Institutions' Performance with Vision 2050."

Speaking at the event, Prof. Mkumbo said Tanzania has set an ambitious target of attaining upper-middle-income status and expanding its Gross Domestic Product (GDP) from US$85 billion to US$1 trillion by 2050 through the implementation of Vision 2050.

He emphasized that the success of the Vision will depend not only on well-designed policies and plans but also on the ability of leaders of public institutions to translate those aspirations into tangible improvements in the lives of citizens.

"The responsibility before you is enormous. We need visionary, accountable, innovative, and ethical leaders capable of transforming Vision 2050 into measurable results," he said.

Prof. Mkumbo noted that the rapidly changing global environment—driven by technological advancement, international competition for investment, climate change, and shifting global markets—requires public institutions to become agents of solutions rather than obstacles to development.

He stressed that the Government will assess institutions based on measurable outcomes rather than the number of meetings held or reports produced, focusing instead on improved service delivery, higher productivity, increased investment, job creation, and greater government revenue.

The Minister urged Chief Executive Officers to ensure that their institutions' strategic plans, annual budgets, performance contracts, and key performance indicators are fully aligned with Vision 2050 so that each institution contributes meaningfully to national development goals.

He further explained that Vision 2050 identifies transformative sectors expected to drive economic growth, including agriculture, manufacturing, tourism, construction, mining, the blue economy, sports and creative industries, financial services, and the broader services sector, with public institutions playing a critical enabling role.

Prof. Mkumbo underscored that successful implementation of Vision 2050 requires close collaboration among the Government, the private sector, citizens, and development partners.

He described the private sector as the engine of investment, innovation, production, and employment creation, urging public institutions to view themselves not merely as regulators but as facilitators of investment by creating a business-friendly environment.

"We must create an environment that enables the private sector to participate fully in implementing Vision 2050. Such collaboration will accelerate economic growth and help us achieve our national aspirations," he said, cautioning public institutions against becoming barriers to investors.

He concluded by encouraging public sector leaders to champion institutional transformation through integrity, diligence, and innovation so that the organizations they lead become catalysts for achieving Tanzania's Development Vision 2050.

Earlier, the Treasury Registrar, Nehemiah Mchechu, said this year's theme reflects the Government's commitment to ensuring that Vision 2050 becomes a practical development agenda rather than a long-term aspiration.

"We cannot achieve the Tanzania we envision by relying on policies alone. We need institutions led by individuals capable of translating national aspirations into measurable results across every sector," he said.

The Permanent Secretary in the Ministry of Investment, Dr. Fred Msemwa, emphasized that Chief Executive Officers have a responsibility to position their institutions as drivers of investment, economic competitiveness, and quality public service delivery.

He added that visionary leadership, accountability, and prudent management of public resources are fundamental pillars for the successful implementation of Vision 2050 and sustainable national development.

Meanwhile, the Permanent Secretary in the President's Office – Public Service Management, Juma Mkomi, said the four-day programme forms part of the Government's strategy to strengthen leadership and human resource development within the public service.

He expressed confidence that the knowledge and skills acquired during the training would be reflected in participants' daily performance, thereby improving institutional effectiveness and contributing significantly to the implementation of Vision 2050.

According to the Treasury Registrar, the Executive Induction Programme, launched in 2024 in partnership with the UONGOZI Institute, has already trained more than 187 Chief Executive Officers, with 57 executives participating in this year's cohort.

Mr. Mchechu said the programme equips leaders with practical knowledge on government expectations, good governance, accountability, public investment management, efficient utilization of public resources, and results-based leadership.

He noted that investment in leadership development has already produced positive outcomes, with government dividend and contribution collections increasing from TZS 637 billion in the 2020/21 financial year to TZS 1.327 trillion in 2025/26, representing a 108 percent increase.

"These achievements demonstrate that investing in leadership is an investment in the national economy. The stronger our leaders become, the more productive our institutions will be and the greater their contribution to government revenue," he said.

Mr. Mchechu also outlined five strategic priorities that will guide the transformation of public institutions during the implementation of Vision 2050. These include strengthening good governance, developing leadership and human resources, enhancing evidence-based performance management, expanding resource mobilization through Public-Private Partnerships (PPPs), capital markets and investment funds, and increasing productivity, profitability, and the value of government investments.

He added that achieving these priorities will require closer collaboration between public institutions and the private sector to promote investment, technological innovation, competitiveness, and employment creation.

The Chief Executive Officer of the UONGOZI Institute, Kadari Singo, said the success of Vision 2050 will largely depend on the establishment of a strong leadership system.

He stressed the importance of identifying and nurturing leadership talent, appointing leaders based on competence, clearly defining roles and responsibilities, and strengthening accountability across all levels of leadership.

"These issues must remain central to the implementation of Tanzania's National Development Vision 2050," he said.

During the four-day programme, participants will receive training on leadership health and well-being, aligning institutional strategies with Vision 2050, strategic leadership, conflict management, public investment management, good governance, risk management, Environmental, Social and Governance (ESG) principles, finance, auditing, and the development of individual implementation commitments toward Vision 2050.
