AMBASSADOR OMAR IMPRESSED BY PPAA'S MANAGEMENT OF THE NeST COMPLAINTS AND APPEALS MODULE



The Minister of Finance, Hon. Ambassador Khamis Mussa Omar (MP), has expressed satisfaction with the performance of the Public Procurement Appeals Authority (PPAA) in managing the Complaints and Appeals Module within the National e-Procurement System of Tanzania (NeST).

Ambassador Omar made the remarks during his visit to the PPAA exhibition booth, located within the Ministry of Finance pavilion, on July 2, 2026, at the 50th Dar es Salaam International Trade Fair (Sabasaba), where PPAA is providing public education on its services and statutory responsibilities.

"I congratulate you for the excellent work you are doing in educating the public. I have been informed that since the introduction of the Module, there have been no unnecessary delays in handling cases arising from public procurement processes. Continue to supervise its implementation effectively," said Ambassador Omar.

Speaking on behalf of the PPAA Executive Secretary, Mr. James Sando, the Head of Legal Services, Ms. Agnes Sayi, informed the Minister that during the 2025/2026 financial year, the Authority received approximately 158 complaints through the Module and handled them within the timelines prescribed by the Public Procurement Act.

"Honourable Minister, the use of the Module has enabled government institutions and suppliers, as well as other procurement stakeholders, to save time and costs. It has enhanced transparency and accountability, improved record management, and enabled PPAA to deliver fair and timely decisions," Ms. Sayi said.

The Minister also directed PPAA to continue expanding public awareness campaigns on its mandate and the use of the Module so that suppliers and other public procurement stakeholders can better understand their rights and seek redress whenever they are dissatisfied with procurement processes.

During the 2025/2026 financial year, PPAA successfully provided procurement-related education to 1,907 suppliers and 705 procurement and legal officers from government institutions across the country. The outreach covered the Northern, Lake, Southern Highlands, Central and Coastal zones, as well as the regions of Lindi, Mtwara, Ruvuma, Dodoma, Dar es Salaam, Mbeya, Njombe, Iringa and Mwanza.
