HESLB OPENS LOAN APPLICATION WINDOW, DR. BILL SPEAKS OUT
The Higher Education Students' Loans Board (HESLB) has officially opened the loan application window for the 2026/2027 academic year, with the application process expected to close on August 31, 2026.
This was announced today in Dar es Salaam by HESLB Executive Director, Dr. Bill Kiwia, who stated that the opening of the application window coincides with the launch of four (4) guidelines for the provision of loans and grants for the 2026/2027 academic year.
“These guidelines have been prepared to help applicants understand the qualifications, criteria, and procedures for obtaining loans and grants. We urge students to carefully read and follow all instructions before filling out their applications through the Online Loan Application and Management System (OLAMS),” said Dr. Bill.
Dr. Bill explained that the launched guidelines cover loan issuance for Undergraduate Degree students, Diploma students, students pursuing the Postgraduate Diploma in Legal Practice, as well as the Samia Scholarship Grant Guidelines.
He further emphasized that applicants must ensure they use the correct Form Four examination number when applying for loans, as the same number will also be used when applying for admission to higher learning institutions.
“We remind applicants to verify birth certificates or parents’ death certificates (for those who have lost their parents) through RITA or ZCSRA and obtain verification numbers before submitting their applications to HESLB,” he said.
Dr. Bill also advised applicants aged 18 years and above to provide their National Identification Number (NIN) when completing loan application forms. He reassured those below that age that they would still be allowed to proceed with their applications even without a NIN.
In another development, HESLB will continue using the National Physical Addressing System (NaPA) to identify applicants, their parents, and guarantors in order to improve efficiency and accuracy of the submitted information.
Regarding the Samia Scholarship Grants, Dr. Bill said that 1,000 students who achieve the highest performance in Science subjects in the 2026 Advanced Level National Examinations will benefit from the government-sponsored scholarship program.
“As in previous years, the Government will continue recognizing and supporting top-performing Science students through the Samia Scholarship Programme,” he said.
HESLB has also assured students of support services through its Customer Service Centre, which will be available from 8:00 a.m. to 4:00 p.m. daily throughout the application period.
In conclusion, the Executive Director urged students not to wait until the last minute to submit their applications.
“The application period is sufficient. We encourage applicants to make good use of this time by providing accurate information and uploading all required documents to complete their applications within the stipulated deadline,” he said.
The 2026/2027 academic year loan application window will remain open for seventy-three (73) days from today and will officially close on August 31, 2026.
