TOURISM, TRADE AND AGRICULTURE COMMITTEE OF THE ZANZIBAR HOUSE OF REPRESENTATIVES AIMS FOR ZANZIBAR WEIGHTS AND MEASURES AUTHORITY TO MATCH MAINLAND WMA STANDARDS

The Tourism, Trade and Agriculture Committee of the Zanzibar House of Representatives has expressed its admiration for the performance of the Weights and Measures Agency (WMA) of Mainland Tanzania and pledged to develop deliberate strategies to enable the Zanzibar Weights and Measures Authority (ZAWEMA) to perform at the same level or even better.

Speaking to journalists earlier today, April 16, 2026, after a study tour at the Misugusugu Weights and Measures Centre in Pwani Region, the Committee’s Vice Chairperson, Hon. Dr. Mohammed Ali Suleiman, said the Mainland agency has made significant progress in its operations, giving Zanzibar every reason to emulate its example.

“We have seen that our colleagues have done a great job and are equipped with modern measuring instruments that enable them to verify, for example, that the amount of water consumed by a customer is exactly what they are billed for. The same applies to electricity and other measurements,” he said.

Dr. Suleiman added that the Committee will advise the Ministry of Trade, which oversees ZAWEMA, to put in place deliberate strategies to enable the Authority to effectively fulfill its responsibilities for the benefit of citizens.

He further noted that the Committee will recommend that ZAWEMA becomes an autonomous authority, is equipped with modern verification equipment, and strengthens close collaboration with WMA to enhance efficiency.

“When you look at this Misugusugu Centre, it generates substantial revenue for the Government of Tanzania. It is important for our Government to empower ZAWEMA to work closely with WMA in order to achieve similar success,” he emphasized.

On his part, the Chief Executive Officer of WMA, Mr. Alban Kihulla, said he believes that through the study tour, the verification and inspection of measurements will improve on both sides—Zanzibar and Mainland Tanzania.

“I would like to assure you that we will continue cooperating with our colleagues from Zanzibar to ensure that both service providers and service consumers are protected,” he said.

Elaborating further on the cooperation between WMA and ZAWEMA, the CEO explained that the two institutions have already signed a Memorandum of Understanding (MoU) covering various areas, including participation in regional and international meetings as well as joint inspections, particularly for pre-packaged goods.

He added that, as hosts of the visit, WMA showcased their operations in several areas, including the verification of fuel transport tanks, electricity meters, and water meters.

The Weights and Measures Agency of Tanzania continues to receive visitors from both within and outside the country who come to learn about measurement verification responsibilities.

Currently, WMA also serves as the Chair of the regional platform coordinating legal metrology matters for member states of the Southern African Development Community (SADCMEL).
