Bolt meets with LATRA To Strengthen Regulatory Collaboration in The Ride-Hailing Ecosystem .




Dar es Salaam, Tanzania – 13th March – Bolt.

Tanzania and the Land Transport Regulatory Authority (LATRA), together with representatives from the Traffic Police, held a high-level stakeholder engagement to address key regulatory and compliance matters affecting the ride-hailing sector and to identify practical solutions aimed towards sustainable growth and inclusion. 


During the meeting, Bolt outlined its 2026 market strategy, including plans to grow its driver and rider base by approximately 40 percent, kickstart operations in Zanzibar, and expand into additional mainland cities.


 The company also confirmed it operates in 8 cities including Mwanza, Morogoro, Mbeya, and Tanga. 

To further support the growth of the ecosystem and enhance driver inclusion, Bolt is committed to working collaboratively with regulators to simplify access to commercial licensing 

requirements. This includes exploring a joint “Drive to Compliance” campaign aimed at promoting awareness, easing the regularisation process, and advancing safe, lawful participation in the sector for the benefit of the people of Tanzania .

Structured collaboration will see that there is regulatory integrity, fair pricing and drivers operate smoothly in all the regions where we operate." 

Acting Director at LATRA, Halima Lutavi, reaffirmed the Authority’s commitment to balanced regulation: "LATRA remains open to constructive engagement that safeguards safety, compliance and fairness across the sector while supporting innovation." 

Additional discussions covered API integration, real-time licence verification access (TRI), CBD access for bodaboda operators, enforcement of regulatory levies, and measures to curb offline trips to increase safety and strengthen revenue protection. 



Both parties agreed to continue structured quarterly engagements and collaborative driver sensitisation efforts to ensure regulatory clarity and long-term stability in Tanzania’s evolving mobility landscape.
