EACOP Progress, Job creation,economic Growth impresses premier Mwigulu

The Prime Minister of the United Republic of Tanzania, Dr. Mwigulu Nchemba, has expressed satisfaction with the progress of the East African Crude Oil Pipeline (EACOP) project, particularly for prioritizing local employment and domestic procurement amounting to over USD 740 million (approximately TZS 1.9 trillion) spent on local goods and services, a move that has significantly stimulated national economic growth.


“The EACOP project is not only about constructing infrastructure to transport crude oil from Hoima in Uganda to Chongoleani in Tanzania, but it has also become a key development partner by creating employment opportunities for local citizens, engaging local contractors, and building the capacity of Tanzanians,” he said.


Speaking during his inspection visit to the project site in Chongoleani, Tanga Region, Dr. Nchemba noted that the project has reached 81 percent completion and has employed about 8,500 Tanzanians, equivalent to 78 percent of the total workforce of 11,155 employees, including expatriates.


The Prime Minister stated that the Government is proud of the progress achieved and the commitment of the share holders to complete the project by mid-this year in order to commence crude oil transportation to the international market.


He further emphasized that the implementation of the project reflects the strong cooperation between President Dr. Samia Suluhu Hassan of Tanzania and President Yoweri Kaguta Museveni of Uganda, ensuring that citizens of both countries benefit from the project.


Earlier, welcoming the Prime Minister, the Deputy Minister for Energy, Ms. Salome Makamba, said the Government, which holds a 15 percent stake in the project through the Tanzania Petroleum Development Corporation (TPDC), is satisfied with the progress made so far.


She said that prior to and during implementation, more than 9,000 Tanzanians have been affected by the project and compensated accordingly, including 1,688 residents of Tanga Region who were paid TZS 10.49 billion. 


Others were provided with replacement houses and food assistance for a period of not less than one year.


She added that thousands of Tanzanians have benefited from free vocational training through Vocational Educational Training Authority (VETA)  institutions across various regions, while others have received scholarships at the University of Dar es Salaam (UDSM) through collaboration between the project and the institutions.

Through its Corporate Social Responsibility (CSR) program, the EACOP project has funded several community initiatives, including a water project worth TZS 4.4 billion, the construction of Donge Health Centre in Tanga Region, and rural electrification in villages along the pipeline route across eight regions. 


Through this initiative, the Tanzania Electric Supply Company (TANESCO) is expected to significantly increase its revenues.


She also noted that the Port of Tanga has greatly benefited from the presence of the project in the region.


On her part, the Tanga Regional Commissioner, Ms. Batilda Buriani, said the project has left a significant mark in the region by creating jobs and providing vocational and entrepreneurship training to enable residents to secure employment and engage in self-employment.


The Prime Minister’s delegation included the Permanent Secretary of the Ministry of Energy, Dr. James Matarajio, District Commissioners, and officials from TPDC. They were received by the Deputy Managing Director of EACOP, Mr. Emmanuel Blarez, on behalf of the Managing Director, Mr. Guillaume Dulout.


Technical details of the project were presented by Engineer Mussa Msafiri, who stated that construction of four crude oil storage tanks, each with a capacity of 500,000 litres, has reached 87 percent completion, while construction of the marine jetty for oil loading has reached 57 percent. 


Construction of other infrastructure, including generators, a solar power system, and fire-fighting equipment, is ongoing, he said.


Ms. Neema Kweka, Local Content Manager at EACOP, said the project takes pride in employing Tanzanians, delivering over 40 million training hours to locals, and spending USD 740 million on local procurement of goods and services, thereby supporting domestic economic growth.


The 1,443-kilometer EACOP pipeline runs from Hoima in Uganda to Chongoleani in Tanga Region, Tanzania, passing through eight regions of mainland Tanzania: Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara, and Tanga.


The project shareholders are TotalEnergies (62 percent), TPDC (15 percent), Uganda National Oil Company (UNOC) (15 percent), and China National Offshore Oil Corporation (CNOOC) (8 percent).
