MINISTER KOMBO LEADS TANZANIAN DELEGATION TO THE SECOND AFRICA–RUSSIA FOREIGN MINISTERS’ FORUM IN EGYPT.
The Minister for Foreign Affairs and East African Cooperation, Hon. Ambassador Mahmoud Thabit Kombo, led the Tanzanian delegation to participate in the Second Africa–Russia Foreign Ministers’ Forum held on 19–20 December 2025 in Cairo, Egypt. The meeting was attended by Foreign Ministers from African countries, African Regional Economic Communities, as well as the Minister of Foreign Affairs of the Russian Federation.
The Forum was co-chaired by Hon. Dr. Badr Abdelatty, Minister of Foreign Affairs of Egypt, and H.E. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation. It provided an opportunity for African countries and Russia to deliberate and agree on key issues of mutual interest, both at the national level and within the United Nations and its agencies.
African and Russian Foreign Ministers emphasized the importance of the United Nations and its affiliated bodies, including the need for reforms of the UN Security Council to enhance Africa’s representation, strengthen accountability and effectiveness, promote a fair global trading system, and ensure equal opportunities for all countries to freely participate in global discussions and decision-making processes.
During the meeting, Minister Kombo delivered a brief statement reflecting the strong diplomatic relations between Tanzania and Russia, as well as the strategic areas of cooperation currently being implemented between the two countries.
In his remarks, he stressed that the long-standing cooperation between Russia and African nations—dating back to the period before and during the struggle against colonialism—should continue, with greater emphasis on expanding economic cooperation, particularly in strategic sectors such as infrastructure and transportation, energy and renewable energy, technology, ICT, and health. He underscored that strengthened cooperation in these sectors would support Africa’s efforts to expand its economy.
To enhance food security in Africa, Minister Kombo emphasized the need for increased investment from Russia in agriculture, including sustainable farming, agro-processing industries, and fertilizer production.
The Africa–Russia Foreign Ministers’ Forum was established in 2023 as part of the resolutions of the Russia–Africa Summit of Heads of State and Government held in Russia in 2023. The Summit resolved to establish the Forum to oversee and discuss the implementation of resolutions agreed upon at the highest-level meetings.
Joint Africa–Russia discussions are conducted to identify, deliberate, and agree on ways to enhance cooperation in strategic areas such as economic development, peace and security, the fight against terrorism and transnational crime, combating climate change, food security, and sustainable development.
