GOVERNMENT TO CONSTRUCT A GOLD PROCESSING PLANT IN MWAKITOLYO, SHINYANGA.

Mwakitolyo, Shinyanga

Following directives from the President of the United Republic of Tanzania, H.E. Dr. Samia Suluhu Hassan, to support small-scale miners, the Government, through the State Mining Corporation (STAMICO), is set to commence construction of a gold processing plant in Shinyanga Region.

This was announced today, 22 December 2025, by the Minister for Minerals, Hon. Anthony Mavunde, during a working visit where he met and addressed miners at the Mwakitolyo mining area in Shinyanga Rural District.

Minister Mavunde said that STAMICO has already begun implementing the President’s directive, noting that land has been secured at Mawemelu Village and construction of the plant will begin soon.

“H.E. the President observed the production activities you are carrying out here in Mwakitolyo and directed the Ministry, through STAMICO, to install a government-owned processing plant to facilitate mineral beneficiation. The plant will have the capacity to process between 100 and 120 tonnes of ore per day,” said Hon. Mavunde.

He added that the Government has already procured 15 drilling machines for small-scale miners, a move that demonstrates President Dr. Samia’s strong commitment to ensuring small-scale mining activities are carried out efficiently and professionally.

Providing clarification on the Mining Act, Cap. 123, Hon. Mavunde explained that Section 8 prohibits foreign nationals from participating in small-scale mining licenses. He further noted that Section 8(3) provides guidance on the type of technical assistance that may be offered to small-scale miners where necessary and the procedures to be followed—measures the Government is enforcing to protect the interests of Tanzanian small-scale miners.

Additionally, the Minister directed the Mining Commission to revoke all licenses that are not being developed in accordance with the law, citing the practice of individuals hoarding mining areas and denying opportunities to others who are capable and genuinely committed to mining operations.

The revoked areas will be placed under a structured programme and allocated to youth and women groups to undertake mining activities as part of the Mining for a Brighter Tomorrow (MBT) programme.

Earlier, outlining the Government’s plans for small-scale miners, the Managing Director of STAMICO, Dr. Venance Mwasse, stated that three mineral processing plants—two for gold in Mwakitolyo and Buhemba, and one for salt—will be constructed by the Government in the 2025/2026 financial year to serve small-scale miners.

Meanwhile, the Regional Commissioner of Shinyanga, Hon. Mboni Mhita, thanked H.E. the President for her continued support to miners in the region and reaffirmed that the Regional Government will continue to collaborate with small-scale miners in addressing their challenges, including issues related to local government levies.
