Judge Mbagwa Urges Judiciary Staff to Embrace Insurance Education for Effective Delivery of Justice



The Acting Principal Judge of the High Court, Dar es Salaam Zone, Awamu Mbagwa, has called on judiciary staff to make proper use of the opportunity to learn about insurance education in order to enhance understanding that will improve the delivery of justice to citizens.


Speaking in Dar es Salaam today, September 12, 2025, during a seminar on insurance law for Resident Magistrates and District Magistrates in the region, Judge Mbagwa said insurance education is an essential tool in addressing challenges related to insurance cases, particularly compensation disputes arising from accidents, disasters, or business losses.


“I urge all judiciary staff to take this opportunity seriously—learn attentively, ask questions, and actively participate in discussions. This knowledge will benefit us individually, our families, and the institutions we serve,” said Judge Mbagwa.


He further commended the Tanzania Insurance Regulatory Authority (TIRA) for partnering with the Judiciary to provide the training, noting that the initiative will strengthen the competence of judges and magistrates in handling insurance-related cases fairly and in accordance with the law.


Judge Mbagwa concluded his remarks by appreciating the various judicial stakeholders who attended the seminar and emphasized that insurance education is a foundation for trust, accountability, and efficiency in the administration of justice.


For his part, the Commissioner of Insurance at TIRA, Dr. Baghayo Saqware, said the authority will continue to collaborate with the Judiciary to ensure that insurance disputes are resolved fairly and promptly—something that will strengthen public confidence in the sector.


“TIRA is committed to providing continuous education to all its stakeholders to ensure that the insurance sector grows transparently and for the benefit of citizens. Collaboration with the Judiciary is vital since most insurance disputes end up in court; therefore, shared understanding will help safeguard the rights of citizens,” said Dr. Saqware.


He added that the growth of the insurance sector in the country requires strong regulation and broad legal awareness, something that is made possible through such training programs.


The seminar, organized by TIRA, aimed to equip Resident Magistrates with deeper knowledge of insurance issues, enhance efficiency in handling insurance-related cases, and strengthen cooperation with the Judiciary to ensure that insurance laws are implemented effectively, transparently, and for the benefit of the public.
