INSURANCE BENEFICIARIES IN TANZANIA RISE TO 25.9 MILLION – TIRA



The Tanzania Insurance Regulatory Authority (TIRA) has announced a significant increase in the number of insurance beneficiaries in the country, from 14 million in 2021 to 25.9 million in 2025.

Speaking today, August 18, 2025, in Dar es Salaam during a working session with editors and journalists organized by the Treasury Registrar’s Office, the Commissioner of Insurance, Dr. Baghayo Saqware, said the achievement is a result of effective policy implementation under the leadership of the President of the United Republic of Tanzania and Commander-in-Chief, Dr. Samia Suluhu Hassan.

Dr. Saqware revealed that the value of assets and capital in the insurance market has grown from 1.2 trillion shillings in 2021 to 2.3 trillion shillings in 2025. He added that the number of service providers has increased from 993 in 2021 to 2,425 this year, including new insurance services in health, digital platforms, and microinsurance (which has expanded from one to four products). 

Likewise, the number of insurance companies has risen from 32 in 2021 to 35 this year, reflecting improved investment climate that continues to attract more investors.

He further said that the Government has enacted the Universal Health Insurance Act of 2023, aimed at widening access to health services for citizens and placing the National Health Insurance Fund (NHIF) under TIRA’s supervision. In addition, the Finance Act of 2022 was amended to ensure that national development projects are covered by insurance to safeguard infrastructure and national resources.

Dr. Saqware also pointed out the establishment of a consortium for agriculture with 15 companies and a consortium for oil and gas involving 22 companies, enabling these strategic sectors to participate more effectively in the national economy.

On the technological front, TIRA has strengthened its ICT systems by integrating its operations with the Bank of Tanzania (BoT), Tanzania Revenue Authority (TRA), LATRA, TASAC, and NIDA.

“Our goal is to integrate with more than 30 institutions both on the mainland and in Zanzibar so that citizens can easily access services in a timely manner,” said Dr. Saqware.
