The Deputy Prime Minister and Minister for Energy, Hon. Dr. Doto Biteko, has urged Board Chairs and Chief Executives of public institutions in the country to oversee the implementation of strategic resolutions reached in their working forums, recognizing that they bear the responsibility of improving the lives of Tanzanians through the TZS 86 trillion capital that the Government has invested in its institutions and corporations.

Dr. Biteko made these remarks on August 26, 2025, in Arusha, while closing the Board Chairs and CEOs Forum 2025.

“Tanzanians are counting on you to transform their lives. When we talk about poverty, the Government must take the lead in lifting people out of it. Therefore, you must acknowledge that you carry the responsibility of improving the livelihoods of our people,” said Dr. Biteko.

He assured the executives that the Government, at all levels, recognizes the role of institutions and corporations in economic growth, as well as the importance of such forums, which have significantly boosted contributions from state corporations to the national treasury.

“These forums have shown results. For example, in the 2024 forum, you resolved to improve performance and increase contributions to the Treasury. This was evident when the Tanzania Petroleum Development Corporation (TPDC) doubled its contributions, from TZS 5.5 billion in 2023/24 to TZS 11.1 billion in 2024/25,” Dr. Biteko said.

He further noted that the National Housing Corporation (NHC) increased its contributions by 363%, from TZS 1.2 billion in 2023/24 to TZS 5.5 billion in 2024/25.

Dr. Biteko reminded the leaders that “President Samia, while appreciating your contributions, expects even more from you. Tanzanians also have high expectations, especially as we move toward the implementation of Vision 2050. Continue to increase your contribution to the economy, embrace self-sufficiency, and be a model for private institutions.”

Additionally, Dr. Biteko directed them to act on the directive issued by Vice President Dr. Philip Isdor Mpango, which called for closing loopholes that lead to revenue leakages.

He also commended the Treasury Registrar for the foresight in coordinating the forum to deliberate on issues that will drive institutional performance forward.

During the event, Dr. Biteko reminded leaders about the upcoming 2025 General Election, stressing that it should be a collective agenda. He urged Board Chairs and CEOs to encourage participation within their institutions, ensuring people attend campaign rallies and turn out peacefully to vote, since peace will enable public institutions to perform even better.

For his part, the Deputy Minister for Planning and Investment, Hon. Stanslaus Nyongo, thanked President Samia Suluhu Hassan for her vision and leadership in strengthening public institutions to ensure their productivity.

He highlighted that, over the three-day forum, participants benefited from knowledge-sharing sessions delivered by both local and international experts.

He added that the Ministry of Planning and Investment will ensure that the resolutions of the forum are fully implemented, and it will oversee reforms aimed at ensuring public corporations contribute to national economic growth, with the goal of increasing the GDP to USD 1 trillion by 2050, from the current USD 85 billion.

Meanwhile, Salim Kali, Acting Regional Commissioner of Arusha, noted that all six districts of Arusha Region have been connected to electricity down to the village level. He also mentioned ongoing water projects and road infrastructure improvements that have enhanced livelihoods, including for tourists.

Earlier, Treasury Registrar Nehemia Mchechu said the forum brought together over 300 companies and more than 650 participants. He stated that discussions were extensive and focused on driving forward the country’s economy while safeguarding the Government’s TZS 86 trillion investment in public institutions.

The forum, held under the theme “Sustainable Business Partnerships in a Globally Competitive Environment – The Role of Public Institutions”, marked another milestone in strengthening the performance of state-owned Enterprise.
