The Independent National Electoral Commission (INEC) has granted permits to 164 institutions and civil society organizations to conduct voter education during the 2025 general election, and permits to 76 domestic and 12 international organizations to observe the elections.
According to a press release issued on July 19, 2025, and signed by INEC’s Director of Elections, Mr. Ramadhani Kailima, the Commission made the decision during a special meeting held on July 18 this year.
“In accordance with the provisions of Section 10(1)(g)(h) of the Independent National Electoral Commission Act No. 2 of 2024, read together with Regulation 22 of the INEC Regulations of 2024, the Commission, at its special meeting held on July 18, 2025, approved and granted permits to 164 institutions and civil society organizations to provide voter education during the 2025 general election,” Kailima stated in the release.
Furthermore, Kailima confirmed that the Commission has also approved and issued election observation permits to 76 domestic and 12 international organizations.
The statement further clarified that this decision was made based on Section 10(1)(i) of the Independent National Electoral Commission Act No. 2 of 2024, in conjunction with Section 85(4) of the Presidential, Parliamentary and Councillor Elections Act No. 1 of 2024, and Regulations 13(1) and (2) of the 2025 Elections Regulations.
The list of the approved institutions and organizations is available on the Commission’s website at www.inec.go.tz and its official social media platforms.
“The approved civil society organizations for voter education will be notified via email through the Accreditation Management System to fill in required details, including a list of individuals who will be delivering the education,” part of the statement reads.
In addition, civil society organizations that received election observation permits are required to submit, via the Accreditation Management System, the names of observers and their assigned areas to facilitate the issuance of individual permits.
INEC noted that all other essential information regarding the implementation of voter education and election observation duties, including guidelines and procedures, will be released in due course.
The Commission has commended the organizations that have been granted permits to provide voter education and observe the 2025 Presidential, Parliamentary, and Councillor Elections.
