The Deputy Prime Minister and Minister for Energy, Hon. Dr. Doto Biteko, has held bilateral talks with the Russian Minister of Energy, Hon. Sergey Tsivilev, aimed at strengthening cooperation in the energy sector and other key areas such as technology and investment.

The discussions were held on the sidelines of the St. Petersburg International Economic Forum in Russia.

During the meeting, Dr. Biteko stated that Russian investment in Tanzania has reached USD 424 million through 44 projects that have created over 3,000 jobs. He also highlighted investment opportunities in Tanzania’s energy sector.

“Tanzania generates 61.7% of its energy from renewable sources and has investment opportunities valued at USD 4 billion in the energy sector,” said Dr. Biteko.

He outlined the Government’s efforts to reform the energy sector, including the involvement of the private sector in joint project implementation and promotion of clean cooking energy. He referenced the African Heads of State Energy Summit held in Dar es Salaam in January 2025, which aimed to bring electricity access to 600 million Africans currently without power.

Dr. Biteko invited Russian investors to increase their investments in Tanzania, particularly in clean cooking energy. He emphasized opportunities for independent power production and public-private partnerships.

Moreover, Dr. Biteko expressed appreciation for the nearly 64-year-long diplomatic relationship between Tanzania and Russia, highlighting its goal of benefiting the citizens of both countries.

For his part, the Russian Minister of Energy, Hon. Sergey Tsivilev, stressed the importance of energy in economic development, particularly in the areas of energy security, affordability, accessibility, and efficiency.

Hon. Tsivilev affirmed Russia’s commitment to providing technology and building the capacity of African experts, including those from Tanzania, to ensure technological sovereignty.

“Russia has a fair cooperation strategy aimed at supporting long-term development goals with its partner nations,” said Hon. Tsivilev.

He also mentioned that Russia has pledged to support Tanzania in areas such as healthcare, cybersecurity, and the protection of critical infrastructure.

Additionally, the CEO of INTER RAO Export, one of the world's largest energy companies, Mr. Maxim Sergeev, expressed a strong interest in investing in Tanzania. He noted that the company manufactures various equipment including turbines and generators and has annual contracts worth up to USD 8 billion.

The bilateral talks were also attended by Tanzania’s Ambassador to Moscow, Hon. Frederick Kibuta, the Director of Economic Diplomacy from the Ministry of Foreign Affairs and East African Cooperation, Amb. John Ulanga, and the Assistant Commissioner for Petroleum Development, Engineer Marwa Petro.

Separately, the Managing Director of the Tanzania Electric Supply Company (TANESCO), Mr. Lazaro Twange, held discussions with Rosatom and Unigreen companies regarding collaboration in nuclear and solar power generation. Unigreen is currently pursuing investment procedures in Tanzania.
