Minister Kikwete Applauds Treasury Registrar's Office for Transforming Public Institutions.
The Minister of State in the Prime Minister’s Office (Labour, Youth, Employment and Persons with Disabilities), Hon. Ridhiwani Kikwete, has commended the Treasury Registrar’s Office for the remarkable reforms it has implemented in public institutions.
Hon. Kikwete made the remarks on Friday, July 4, 2025, during his visit to Booth No. 39 (Kilimanjaro Hall) at the ongoing 49th Dar es Salaam International Trade Fair (DITF), popularly known as Sabasaba.
“We are grateful to the Treasury Registrar’s Office under the strong leadership of Mr. Nehemiah Mchechu for enabling public institutions to improve their efficiency,” said Hon. Kikwete.
He added: “We are all witnesses. Under the Sixth Phase Government led by H.E. President Dr. Samia Suluhu Hassan, we have seen tremendous operational improvements in public institutions.”
The Treasury Registrar’s Office has helped financially strengthen state-owned enterprises that previously operated under negative equity and persistent losses. Many of these institutions have now reduced their dependence on government subsidies and are generating dividends.
Among the institutions that have significantly improved are the Occupational Safety and Health Authority (OSHA), which contributed TZS 10.5 billion to the Government Consolidated Fund in the 2024/25 fiscal year.
Other efficiently operating entities now include the State Mining Corporation (STAMICO), the Tanzania Electric Supply Company (TANESCO), and the Tanzania Petroleum Development Corporation (TPDC).
Hon. Kikwete assured continued government support to the Treasury Registrar’s Office in ensuring the success of these reforms.
“Keep up the good work, and wherever changes are needed in institutions under the Prime Minister’s Office, count on our support,” said Hon. Kikwete.
On his part, the Head of Communication and Public Relations at the Treasury Registrar’s Office, Mr. Sabato Kosuri, said performance in many public institutions has significantly improved due to the ongoing reforms.
“We’ve seen great efficiency gains. A good example is the Tanzania Ports Authority,” said Mr. Kosuri.
In the last financial year, in addition to increasing contributions to the Government Consolidated Fund from TZS 155.7 billion in 2023/24 to TZS 181 billion in 2024/25, the Authority also reduced its operational expenses by TZS 505.59 billion — a 46% efficiency gain.
