INEC Urges Election Officials to Read Constitution and Guidelines Ahead of 2025 General Elections.

The Independent National Electoral Commission (INEC) has urged Regional Election Coordinators, Election Supervisors, Assistant Constituency Election Supervisors, Electoral Officers, and Procurement Officers to dedicate part of their time to studying the Constitution, electoral laws, and various guidelines issued by the Commission.


The purpose of this initiative is to ensure that these officials are guided by these legal instruments in overseeing free and fair elections.


Speaking on behalf of INEC Chairman, Court of Appeal Judge Jacobs, the Commission’s Assistant Director of Legal Services, Cyprian Mbugano, made the remarks yesterday during the closing of a three-day training session for about 165 election supervisors from 24 local government authorities in the regions of Dodoma, Singida, and Morogoro.


During the training, 12 topics were presented for participants to learn, under the 2025 General Election theme: "Your Vote, Your Right, Show Up to Vote."


“As was emphasized during the opening of this training, all electoral processes are governed by the Constitution, laws, regulations, election ethics, and INEC directives. So, when you encounter any challenges, do not hesitate to consult the Commission’s officials,” said Mbugano.


“The task ahead is significant and important—it requires diligence and commitment. Therefore, the Commission expects that after receiving this training, you will carry out your duties efficiently and professionally, adhering to the implementation schedule to ensure the success of the October 2025 General Election,” he stressed.


Regarding the recruitment of polling station staff, Mbugano stated that the Commission is confident that only qualified and capable individuals will be appointed to undertake this critical role—something that has been emphasized throughout the training.


“These polling officials will oversee the voting and vote counting processes at polling stations, a task that demands competence, accuracy, and professionalism,” he emphasized.


He added that the Commission is confident that training for polling station staff will be conducted effectively and professionally on the scheduled dates outlined in the election implementation plan, aiming to build their capacity so they understand and fulfill their responsibilities properly during the election.


Mbugano also urged the supervisors to post all legally required election announcements and various banners as instructed.


He reminded participants that election stakeholders, including local and international observers, closely monitor how the election is conducted and the extent to which electoral laws are followed—hence the importance of complying with INEC's directives at all times.


Speaking on behalf of his fellow participants, the Chairperson of the Training, Dismass Pesambili, thanked the Government through the Independent National Electoral Commission for facilitating the training, describing it as an essential tool to ensure the success of the upcoming General Election in October.
